PHPBB is alright, free, php based, open source and complete for building huge community or online discussion forum but that is heavy in size (2.17 MB). 2.17 Megabytes!!! people. I mean guys who have small server with less space and want to setup a discussion board however at their website, where they will go?
I would recommend Vanilla for them. Vanilla is an open-source, standards-compliant, multi-lingual, fully extensible discussion forum for the web. Anyone who has web-space that meets the requirements can download and use Vanilla for free!
I liked its pleasant css based interface and ease of use.
